APEC decisions are by consensus and commitments are voluntary. However, recently the Forum results given the pathfinders, plurilateral initiatives that could be binding, in order to progress towards the Bogor Goals. APEC has 21 members – referred to as member economies-, which bring together more than 2.5 billion people, a combined GDP of US $19 trillion, and 47% of world trade. Since its birth, APEC has worked to reduce trade barriers in the Asia Pacific region, creating efficient domestic economies and increasing exports. Keys in this process are the so-called Bogor Goals: trade and investment open and free in 2010 for industrialized economies, and 2020 for developing economies.
